أطلق المركز الوطني لحقوق الإنسان، اليوم، التقرير السنوي الحادي والعشرين لحالة حقوق الإنسان في المملكة لعام 2024، وذلك خلال فعالية رسمية حضرها الدكتور عبد المنعم العودات مندوب دولة رئيس الوزراء، وزير الشؤون السياسية والبرلمانية، والسيد أحمد الصفدي رئيس مجلس النواب، ووزير الشباب الدكتور رائد العدوان، إلى جانب ممثلين عن السلطات الثلاث ومؤسسات رسمية والأجهزة الأمنية ومديرية الأمن العام والقضاء العسكري والجامعات ومنظمات المجتمع المدني وقطاع الشباب ووسائل الإعلام وغيرهم من النشطاء والمهتمين بمجال حقوق الإنسان.
وأكدت رئيسة مجلس الأمناء، سمر الحاج حسن، في كلمتها الافتتاحية، أنّ التقرير يشكّل استحقاقاً قانونياً بموجب المادة (12) من قانون المركز، وهو ثمرة عام كامل من الرصد والتحليل لواقع حقوق الإنسان عبر ثلاثة مسارات رئيسية: التشريعات، السياسات، والممارسات. وأضافت أن التقرير تضمّن (155) توصية شاملة تغطي مختلف القطاعات، بما في ذلك حقوق الفئات الأكثر حاجة إلى الحماية، مؤكدة أن المركز سيعمل مع الشركاء على إعداد خطة عمل لإنفاذها. كما شددت على أن العام 2024 تميز بتعزيز الحضور الإقليمي والدولي للمركز، وترؤسه لهيئات عربية وآسيوية ودولية، ما يعكس الثقة الدولية بمكانة الأردن الحقوقية.
من جانبه، أكد المفوض العام، جمال الشمايلة، في كلمته الافتتاحية، أنّ التقرير يشخّص واقع حقوق الإنسان ويرصد التطورات الإيجابية والتحديات القائمة وآليات تجاوزها. كما أشار إلى متابعة ورصد المركز للحقوق كافة: المدنية، والسياسية، والاقتصادية، والاجتماعية، والثقافية. كما أكد على إصدار المركز تقريراً متخصصاً حول مراقبة الانتخابات النيابية لعام 2024، وتقريراً متخصصاً حول المخرجات المتعلقة بدراسة الأثر التشريعي لقانون الجرائم الإلكترونية. واختتم الشمايلة بدعوة الجهات ذات العلاقة إلى وضع خطط تنفيذية واضحة لإنفاذ توصياته، بما يساهم في الارتقاء بحالة حقوق الإنسان في الأردن بقيادة جلالة الملك عبدالله الثاني.
وتبع ذلك عقد مؤتمر صحفي، تم خلاله الإجابة عن أسئلة واستفسارات وسائل الإعلام كافة المتعلقة بالتقرير السنوي من قبل المفوض العام ومفوضة الحماية في المركز، الدكتورة نهلا المومني.
وشهدت الفعالية مشاركة أطفال من مركز زها الثقافي، حيث عرضوا لوحات عبّروا من خلالها عن أحلامهم بمستقبل ينعم فيه الجميع بحقوق الإنسان. وتأتي مشاركة الأطفال في إطلاق التقرير إيماناً من المركز بحق الأطفال في المشاركة والتعبير عن آرائهم بالوسائل المتاحة كافة، وهو الأمر الذي سيتجسد أيضاً من خلال إشراك المركز للأطفال في إعداد التقارير ذات العلاقة بحقوقهم والاستماع إلى آرائهم التي يوليها المركز اهتماماً كبيراً.
وأشار المركز إلى أنّ النسخة الكاملة من التقرير وملاحقه متاحة عبر موقعه الإلكتروني.

The National Centre for Human Rights Launches Its Twenty-First Annual Report on the State of Human Rights in the Kingdom for the Year 2024
The National Centre for Human Rights (NCHR) today launched its twenty-first annual report on the state of human rights in the Kingdom for the year 2024, during an official ceremony attended by Dr. Abdul Muneim Al-Oudat, Representative of the Prime Minister and Minister of Political and Parliamentary Affairs; Mr. Ahmad Al-Safadi, Speaker of the House of Representatives; and Minister of Youth Dr. Raed Al-Adwan. The event also brought together representatives from the three branches of government, official institutions, security agencies, the Public Security Directorate, military courts, universities, civil society organizations, the youth sector, media outlets, and other human rights activists and stakeholders.
In her opening remarks, Chairperson of the Board of Trustees, Samar Al-Haj Hassan, emphasized that the report constitutes a legal obligation under Article (12) of the Centre’s Law, and is the outcome of a full year of monitoring and analyzing the human rights situation across three main tracks: legislation, policies, and practices. She added that the report includes (155) comprehensive recommendations covering various sectors, including the rights of the most vulnerable groups, stressing that the Centre will work with its partners to prepare an action plan for their implementation. She further highlighted that 2024 was marked by the Centre’s strengthened regional and international presence, as it chaired several Arab, Asian, and international bodies, reflecting global confidence in Jordan’s human rights standing.
For his part, Commissioner General Jamal Al-Shamayleh stated in his opening remarks that the report diagnoses the reality of human rights, monitoring both positive developments and existing challenges, as well as mechanisms to overcome them. He noted that the Centre continues to monitor all rights—civil, political, economic, social, and cultural. He also confirmed the Centre’s issuance of a specialized report on monitoring the 2024 parliamentary elections, in addition to a specialized report on the legislative impact assessment of the Cybercrime Law. Al-Shamayleh concluded by urging the relevant authorities to develop clear implementation plans for the report’s recommendations, thereby contributing to the advancement of human rights in Jordan under the leadership of His Majesty King Abdullah II.
The launch was followed by a press conference, during which the Commissioner General and the Centre’s Commissioner for Protection, Dr. Nahla Al-Moumani, answered questions and inquiries from the media regarding the annual report.
The event also featured the participation of children from the Zaha Cultural Center, who presented paintings expressing their dreams of a future where everyone enjoys human rights. Their participation reflects the Centre’s belief in children’s right to participate and express their views through all available means. This approach will also be embodied through the Centre’s engagement of children in preparing reports related to their rights and listening to their perspectives, which the Centre places great importance on.
